West Essex Alliance

To unlock and enable easy development of the Enterprise Zone sites Harlow Council has adopted three Local Development Orders (LDOs).

The LDOs enable the granting of planning permission for specific types of development, providing the proposal meets the requirements as set out in the Order.

Development within the Enterprise Zone will provide high-quality and attractive spaces for office, laboratory, research and development and light industrial purposes, for a range of small/medium-sized businesses and large national/international companies. The LDOs will allow for a simplified planning process, reducing delay and providing certainty for development proposals.

Site Local Development Orders

Harlow Council has adopted two Local Development Order's for the London Road Site. These have been subject to public consultation and have been approved by the Secretary of State, Department for Communities and Local Government.

The Council has been working closely with landowners, developers and key stakeholders, including Essex County Council, The Environment Agency, Natural England and the Highway Agency on the preparation of the LDOs.
